Tennison returns after a seven-year hiatus. Two illegal immigrants, sisters who
were rape and torture victims in the Bosnian conflict, have been killed, and
gathering evidence on the "prime suspect" is being blocked not only Jane's
superiors, but by the British government as well. Although Jane is eligible for
retirement, and is feeling some pressure to resign from the department, a visit
with her aged father makes her decide to risk it all to bring the man to
justice.
